What pop-up are you referring to here? I see you have Voice In Plus on your account.
Can you record your screen (you can use Loom or any other tool) and share the video?
I was wrong: It turned out to be a Microsoft feature, associated with its dictation tool, that mysteriuously was turned on. It is no longer a problem. Thank you
